Introduction

eGN is a comprehensive software application built by the team at Emageia, for the Sri Lankan Government, to digitalize citizens’ data at the Grama Niladhari divisions. Data gathered at the divisional level is integrated and provides access to the Government to make decisions at the national level.

This solution is designed to be the largest verified national database of every citizen of Sri Lanka and it is also designed to integrate with other government institutions.

Problem

Sri Lanka faced a significant challenge in effectively managing citizens’ data at the Grama Niladhari divisions. Traditional methods of data collection and storage were time-consuming, error-prone, and lacked integration across divisions. This resulted in fragmented and unreliable data, making it difficult for the government to make informed decisions at the national level.

Furthermore, the absence of a centralized database hindered collaboration and data sharing among government institutions, leading to redundant efforts, delays, and a lack of synchronization in decision-making processes.

Sri Lanka urgently needed a comprehensive software application like eGN to streamline the digitalization of citizens’ data at the divisional level, integrate the collected data, and provide accessible insights for the government’s decision-making at a national scale.

UX Research Summary

Our team initiated an internal discussion to address the challenges encountered when dealing with the Sri Lankan government sector, particularly in citizen data management at the Grama Niladhari divisions. We conducted interviews with government officials and observed existing data management processes to gain valuable insights. Comparative analysis of data management systems in other countries was performed to uncover best practices.

Our research yielded a comprehensive understanding of user requirements, potential benefits, and impact of implementing a digitalization solution called eGN. The research findings will inform user-centric recommendations for an intuitive interface and justify eGN’s implementation in streamlining data management and facilitating decision-making at the national level.
